Penni Ratley appointed Director of Library Services

Panola College is proud to announce the appointment of Penni Ratley as the new Director of Library Services at Panola College. A dedicated educator and Panola College alumna, Ratley brings a wealth of experience in library science, educational technology, and student-centered programming to her new leadership role.
Ratley’s connection to the College runs deep – her professional journey began as a student aide in the library she will now lead. “The opportunity to return and lead the library that first inspired my passion for librarianship is both deeply personal and professionally exciting,” Ratley said. “It is an honor to ensure the library continues to serve as a cornerstone of learning, exploration, and support for students and faculty alike.”
With nearly a decade of experience as a school librarian, Ratley has served in Carthage, Center, and Gary Independent School Districts, and also taught in Center and Gary. Most recently, she served as the librarian at Baker-Koonce Intermediate School in Carthage, where she spearheaded innovative library programs aligned with curriculum goals, mentored students in research and digital literacy, and supported faculty with instructional technology integration.
During her tenure, she led a groundbreaking partnership with Sammy Brown Library and OverDrive to pilot the Sora digital reading platform, greatly expanding students’ access to digital materials.
Ratley holds a Master of Library Science from the University of North Texas, a Bachelor of Science in Interdisciplinary Studies from Stephen F. Austin State University, and an Associate of Science from Panola College.
As Director of Library Services, Ratley will provide leadership, oversight, and coordination for the Library’s financial planning, organizational development, facility management, and administrative operations. She will collaborate closely with college deans, directors, and library staff to deliver robust resources and services that align with institutional priorities and support a positive, innovative learning environment.
