Panola College approves GMP for library project

Panola College Board of Trustees met recently and discussed the new library project and hired two new employees.
A discussion took place regarding the guaranteed maximum price (GMP) for the library project. Dr. Gregory Powell informed the board members that he along with William Goolsby, Richard Thomas, Steve Williams, and Louis Johnagin met with Corgan Associates and Kingham Construction representatives on Wednesday, December 12, 2007 to discuss the project. Johnagin explained that there was a correction to the figures for the library cost. The GMP for Kingham Construction is $5,433,138, with the overall cost of the library being $7,000,000.

The issuance of a revenue bond to finance the library not to exceed a 10 year period with a maximum of 4.75 percent was recommended by the administration. The administration also recommended engaging the firm Winsted PC in connection with the issuance of bonds for the library expansion.

Board members approved motions for the GMP of $5,433,138, issuance for a revenue bond, and engaging the firm Winsted PC in the connection with the issuance on bonds for the expansion project.

Board members discuss and took action regarding the approval of an easement for SWEPCO to set a new transformer at the library. Johnagin explained that there was a need for a new transformer at the library and SWEPCO needed an easement to set the transformer. There was not an official drawing of the right-of-way; therefore, the board made the approval contingent upon receiving an official description of the property for the right-of-way acceptable to Powell, Goolsby and Johnagin.
During a closed meeting, members of the board accepted one resignation and hired two individuals.
